Improving the quality of vocational training in the civil service

Abstract

The article is dealing with the analysis of training system for civil servants. Thus, the development of an effective the training system should not be just a consequence of PAR. Instead, it is seen as a prerequisite for the successful implementation of it supporting emergence of strong leadership, effective change management abilities and technical or implementation skills across public administration. Currently, there is no centrally established system for stock-taking training needs of civil servants at the central level. The current training offer is based on a historical supply, which is updated on an ad-hoc basis by adding courses on various topics. Additionally, various trainings are offered by projects financed by Ukraine’s Development Partners. Essentially, the current system is rather top-down, and supply dominated, at least what concerns centrally provided trainings.
